Opportunity Information: Apply for LBN PAS 19 002
The PAS Beirut-English Language Small Grants opportunity is a U.S. Department of State (U.S. Mission to Lebanon, Public Diplomacy Section) funding competition that supports projects designed to promote English language education in Lebanon. The program is meant for applicants who can deliver practical, community-facing activities that strengthen English skills while also advancing youth engagement and broader educational outcomes. Projects must be implemented in Lebanon, and proposals that operate partially or entirely in underserved areas are prioritized.
The Embassy is looking for proposals that connect English learning to real-world engagement, especially programs that involve youth, community service, STEM-related learning (often described in the notice as Science, Technology, English, and Math), English for Specific Purposes (ESP), or other relevant approaches that help participants use English in meaningful contexts. The overall emphasis is not just on teaching English in isolation, but on helping target audiences improve English acquisition through structured activities that can demonstrate clear learning benefits and practical use.
Eligibility is fairly broad as long as the applicant is based in Lebanon. Individuals, groups (including groups of alumni), local organizations, and nonprofit entities can apply, including nonprofits that do not have U.S. 501(c)(3) status and private institutions of higher education. Alumni of U.S. exchange programs are specifically encouraged to apply, and alumni-led proposals are stronger when they partner with established and active alumni organizations. Regardless of the applicant type, projects are expected to identify and collaborate with appropriate partner institutions, which can contribute expertise, venues, networks, or other resources.
Cost-sharing is not strictly required, but it is clearly encouraged and can make an application more competitive. Cost-share can be financial or in-kind, such as donated space, volunteer time, equipment, professional services, or partner-provided training. Another major evaluation factor is sustainability: proposals are assessed on whether the project can continue reaching audiences and achieving goals during and beyond the grant period. In practice, this means applicants should show how the work will outlast the funding window, for example through train-the-trainer models, reusable curriculum, ongoing school or community partnerships, or plans to scale to additional communities.
A key operational requirement is that projects should be conducted mainly or entirely in English. Applicants are expected to explain clearly how their project design will enhance participants English language acquisition. If a project cannot be run fully in English, the proposal must justify why and describe how English will still remain central to the activities and outcomes. Grantees should also be prepared to share information and content about their activities on Embassy social media, as appropriate.
In terms of priorities, the Embassy gives preference to proposals that engage a large number of beneficiaries during the grant period and that can continue reaching people beyond it, as well as proposals that center youth engagement. The funding is provided as a grant under FY19 Smith-Mundt Public Diplomacy funds. The expected award structure includes 1 to 3 awards, with individual award sizes ranging from $10,000 to $30,000 and total available funding of $30,000. The performance period is 6 to 12 months, and proposed programs must be completed in 12 months or less. The anticipated program start date listed in the notice is June 2019, and the award is subject to the availability of funds. The opportunity was issued under Funding Opportunity Number LBN PAS 19 002, with an original closing date of March 1, 2019.Apply for LBN PAS 19 002
