Each workshop is expected to last three days and cover a structured curriculum focused on the fundamentals of strong CSO management and leadership. Training topics are expected to include the role of CSOs in a democracy, managing community organizations in emerging democracies, the legal framework governing CSOs in Cameroon, servant leadership and community engagement, proposal writing and project management (including defining key performance indicators and reporting), understanding U.S. government federal assistance principles and mechanisms, financial management for sustainability, and the effective use of traditional and modern communications tools to increase visibility and impact. Importantly, the final curriculum should not be generic; it should be shaped by an initial assessment of Cameroonian CSOs to identify real capacity gaps and common weaknesses, then tailored to address those findings.

The primary audience is established CSO leaders: each workshop should convene 30 participants who have at least two years of experience working in an association, NGO, trade union, or community-based organization. The program is designed to extend beyond the workshop rooms through a "pass-it-on" requirement: each participant must commit to running a follow-on activity in their town for at least 10 additional CSO members. This cascade model is meant to multiply the training reach and create local momentum for improved organizational practices. The Embassy also expects high public visibility and broader civic engagement, so applicants should include a robust media coverage plan. Workshop launch events may be opened to local authorities, reinforcing local buy-in and public awareness.

A required feature of proposals is "American content." Applicants must include a meaningful element of U.S. expertise, U.S.-origin resources, or relevant American cultural or societal experience connected to the subject matter. This can be done by using American materials and frameworks, bringing in U.S. experts or institutions, partnering with American organizations, or engaging Cameroonian alumni of U.S.-sponsored exchange programs. The intent is to strengthen understanding of U.S. values, culture, policy, and perspectives while delivering practical skills for CSO effectiveness.

Several activity types are explicitly not eligible for funding. The grant cannot support scholarships to study in the United States, travel to the United States for conferences or study tours, or activities that are inherently political or could appear partisan. It also will not fund construction, programs that support specific religious activities, fundraising campaigns, or cash prizes for participants. Applicants should design programming that stays clearly within nonpartisan capacity-building, civic education, and organizational strengthening.

Eligibility is broad but limited to non-commercial actors. The Embassy encourages applications from both the United States and Cameroon, including registered not-for-profit organizations (such as think tanks, community associations, and NGOs) with relevant programming experience, individuals, non-profit media organizations, professional trade organizations, and non-profit or governmental educational institutions. For-profit or commercial entities are not eligible to apply. The award will be made as a cooperative agreement, with an anticipated single award.
